ザ・フェデラリスト（１）【新連載】

今回は、保守思想における必読の書とされる『ザ・フェデラリスト』を読んでいく。※ federalist：連邦主義者

米政治思想史随一の古典と呼び称される『ザ・フェデラリスト』は、やや特殊な書と言えるだろう。本書は、アレグザンダー・ハミルトン、ジョン・ジエイ、ジェイムズ・マディソンの共著である。著者が3名であるのは、本書が、各著者が新聞紙上に別個に発表した８５篇の論文を集めたものだからである。

　米歴史家のリチャード・Ｂ・モリスは、「憲法における比類の無き解説論文であり、後世のどの米作家の作品によっても、幅広さと底深さの両面において勝るもの無き政治学の古典」（”The Forging of the Union”）だと本書を絶賛する。

　イギリスから独立した１３の植民地は、当初は独立国家の連合を形成していたが、連邦憲法により国家連合でもなく単一国家でもなく、その中間ともいうべき連邦国家を形成することになった。仏政治思想家のアレクシ・ド・トクヴィルは、「連邦は小国のように自由で幸福であり、大国のように輝かしく力強い」（”De la démocratie en Amérique”）と米国連邦制を称している。

The subject speaks its own importance; comprehending in its consequences nothing less than the existence of the UNION, the safety and welfare of the parts of which it is composed, the fate of an empire in many respects the most interesting in the world. It has been frequently remarked that it seems to have been reserved to the people of this country, by their conduct and example, to decide the important question, whether societies of men are really capable or not of establishing good government from reflection and choice, or whether they are forever destined to depend for their political constitutions on accident and force. So numerous indeed and so powerful are the causes which serve to give a false bias to the judgment, that we, upon many occasions, see wise and good men on the wrong as well as on the right side of questions of the first magnitude to society. This circumstance, if duly attended to, would furnish a lesson of moderation to those who are ever so much persuaded of their being in the right in any controversy.

（判断に誤った偏見を与える原因は、実際、非常に多く、しかも非常に強力であるため、社会にとって最も重要な問題で、賢人や善人が正しい側にもいるだけでなく誤った側にいるのも多くの場面で目にします。このような事情にきちんと注意を払えば、どんな論争でも自分が正しいと信じ込まされている人々に、節度の教訓を与えてくれるでしょう）

　「節度」を忘れた正義ほど質（たち）の悪いものは無い。
